The Covert Seizure of Leirmans Road by Sgt Stevens, Denis Dalton, and Wouter de Swardt on Behalf of Their Client Keith Broad and Inge Broad

An Illegal SAPS Operation to Evict and Transfer Property: This page documents the illegal seizure of 16 Leirmans Road carried out on 14 December 2022 by SAPS officers and private actors while I was being arrested across town. There was no warrant, no eviction order, and a standing High Court interdict blocking any such action. The operation was conducted by Sgt Stevens, Denis Dalton, and Wouter de Swardt, on behalf of Keith Broad and Inge Broad — and executed as a covert criminal seizure, disguised as official enforcement.

The Illegal SAPS Raid on Leirmans Road – 14 December 2022

What happened at Leirmans Road on 14 December 2022 was both shocking and highly illegal, and certainly one of the most unlawful, corrupt and brazen events that made up the campaign.

 

The only ‘official’ sanction of any kind was to seize equipment, devices, documents at my home at 32 Fisherman’s Bend.

Although even that was unlawful, as the investigating officer had failed to obtain an arrest warrant or a seizure warrant having had his application rejected by two different magistrates on the basis of the absolute lack of evidence.

 

To attempt to get around this, the seizure was carried out having had his commander sign off a seizure warrant internally.

 

To compound the duplicity, corruption and abuse of power and process, the seizure warrant was granted on her knowingly false basis of both a sudden urgency that required immediate action and the premise the data was not obtainable any other way. Both were untrue and palpably nonsense considering the three charges they decided to use related to the complaints during omicron from 2021 that had been already dismissed  back then, and on the basis of a docket that had seen no contributions or evidence from either investigating officer in the year since.

 

However, the flimsy ‘official’ basis for the operation, did not extend any further than the seizure of my equipment at fisherman’s bend.

 

What appears to have happened was that the arrest itself was then simply slipped in hoping no one would notice the lack of a warrant.

 

On this extraordinarily flimsy basis, which itself stood on a number of false premises, the investigating officer and Belville commercial crime were able to stage an operation of staggering proportions, manpower, resources, cost and time.

 

As the December arrest’s primary goal was to remove me from circulation so the owners of both fisherman’s bend and Leirmans road could take back the property and al th contents and vast improvements, the operation could not start and end at fisherman’s bend.

 

Keith Broad, Wouter de Swardt, Sergeant Sevens, Denis Dalton and others used the spectacle of my arrest as a distraction and cover, to execute an entirely illegal, secret and unofficial raid and arrest at 16 Leirmans Road.

 

Effectively carrying out an illegal eviction, disguised as a bone fide police operation, in direct contravention of court orders and interdicts as ell as common law, in the shadow of the huge operation at my home.

On 14 December 2022, SAPS carried out two simultaneous raids—one at Fisherman’s Bend and a secret, unauthorised operation at 16 Leirmans Road.  

 

No arrest warrant was found for either operation. The only known warrant was a seizure warrant for my electronic devices, which had already been rejected by two different magistrates for lack of evidence. SAPS circumvented this by using an internal police sign-off, bypassing judicial oversight entirely.

 

Despite the lack of legal authority, SAPS proceeded with a full-scale operation, using armed officers to detain individuals and seize property without justification. This was not law enforcement—it was an illegal police action serving private interests.

The Secret Operation

i only learned what had happened on the day of the arrest in April 2023, a couple of months after my release from Pollsmoor Prison when the housekeeper of 16 LR contacted me, feeling duty-bound, to let me know what happened.

 

The conversation is one of the most interesting pieces of evidence of the campaign. The conversation contained many revelations and provided many missing pieces of the puzzle. After all, my only experience of the day was my own arrest, I was unaware of anything else happening beyond the room I was kept in.

 

There are two conversations, one from the April and a longer one from the July. The conversations are especially relevant and informative because unlike the vast majority of those who have sought to add to the narrative, the housekeeper was one of the very few entirely independent eyewitnesses, with no allegiances, agenda, or loyalties from revealing the truth, quite the reverse, he did so at considerable risk to himself, something he mentions during both conversations.

 

He had nothing to gain by lying, nothing to gain from either side by giving an account that was not the truth. Everyone’s experience of Markus was that he was very honest, and he was trusted.

 

He sought me out because of the injustices he saw that day. And what he saw beggars’ belief. It would have been the assumption of Mr de Swardt and Serg Stevens  that I would likely never speak to anyone who was there that day and certainly not anyone who would give me an honest account. And even if someone did it was so far after the events that there was no possibility of changing what had happened. And thanks to the arrests, prison terms and the scam narrative highly likely any allegations I made would be dismissed as the ramblings of a scammer.

The operation at 16 Leirmans Road was not officially sanctioned, had no police or court approval, and was not part of any legitimate case. 

While my high-profile arrest at Fisherman’s Bend was used as a distraction, SAPS officers, alongside private individuals including Wouter de Swardt and Denis Dalton, stormed 16 Leirmans Road and forcibly removed the occupants. 

This was not a legal eviction—no court order existed. The police had no legal basis for their presence, yet they facilitated the illegal transfer of control over the property, acting as enforcers for a private takeover.

The Housekeeper’s Ordeal

Avoiding too much detail, the basics were: On the morning of the arrest, all those involved gathered for the pre-arrest briefing. I assume at Bellville Commercial Crime Unit. The team was made up of various different police officers including Hout Bay SAPS, Belville Commercial Crime, Hawks and Special Task Force.

 

In all it is estimated between 25 and 30 personnel were involved that day. Certainly I saw circa two dozen, including the fully armed swat team, sergeant stevens the investigating officer, a number of officers from the Hawks, a number of officers from Belville commercial crimes, numerous uniformed officers I can only assume were from Hout bay saps, the uniformed officers that accompanied WDS to Leirmans Road, and of course WDS himself.

 

Inexplicably, unjustifiably and very alarmingly, Johan Schalkwyk and Denis Dalton, who just 6 weeks earlier had embezzled over a million Rand from the portfolio and plotted to drug, torture and murder me to gain access to and steal the contents of my bank accounts and who had been obsessed with finding the safe that supposedly contained a suitcase of diamonds and cash.

 

 The teams were officially under the command of the investigating officer Sergeant Stevens . This was Serg Steven’s case, he signed off everything, he appeared at every court appearance, he framed the charges, he opposed bail, he managed the docket, he submitted the final charges to the defence and prosecution, he demanded the R100k bail, he added the immigration charge and so on.

 

Although in reality, based on the accounts of everyone that was there, unofficially, the overall ‘commander’ or “chief” was Serg Steven’s partner in crime, Wouter de Swardt.

 

A man who to our knowledge holds no position other than a private investigator. No rank or position within any state department and especially not the police. A man who arguably had no right or business even being present let alone in charge.

 

How one man wielded so much power, control and authority is both baffling and alarming.

TRANSCRIPT DOCUMENT 

The Housekeeper’s Testimony: How the December 14 Arrests Were Used to Disguise Illegal Evictions

On December 14, 2022, both Markus, the housekeeper, and Darren Russell were illegally arrested in a coordinated operation designed to disguise two unlawful evictions as legitimate police actions.

 

Markus describes how SAPS officers—some real, some impersonated—stormed the property, forcibly removing him under threats of violence, while simultaneously seizing control of the residence for the landlords.

 

The transcript reveals explicit collusion between private individuals and law enforcement, proving that the arrests were never about justice—but about executing illegal property takeovers under false pretences.

SAPS Collusion

Everyone left the police station together and the team headed to Llandudno.

 

The main grouping of the Investigating Officer Serg Stevens, the other officers from Belville Commercial Crime, the Hout Bay SAPS officer, the Hawks officers and the Special Task Force headed to Fisherman’s Bend, while a smaller contingent including Mr de Swardt, Denis Dalton, and some SAPS officers (one assumes hand selected by Mr de Swardt) headed to 16 Leirmans Road, just three minutes away from each other.

 

To ‘stay under the radar’ this secret team used the opportunity afforded by the official arrest, as well as the involvement and presence of SAPS and the very real distraction of the huge spectacle of the arrest at 32 FB, (with doors being blown apart on every floor, armed swat team scaling walls, two dozen personnel, several vehicles and multiple pre briefed press).

 

Further, because of the arrest at 32 FB I was totally unaware and in no position to respond even if I were. As far as anyone outside of the police was concerned the Leirmans Road operation was part of the wider operation at Fisherman’s Bend.

 

Those directly involved self evidently knew what they were doing was highly illegal. Mr de Swardt, Denis Dalton and his partner Johan Schalkwyk, Serg Stevens  (whose operation, arrest, and docket this was) knew, those officers involved in signing off the seizure internally having been rejected by two magistrates knew, those same senior officer’s aware no arrest warrant knew. It is unlikely the SWAT team knew they were being used, and unlikely the junior police officers such as the uniformed officers, knew the entire operation and especially the operation at Leirmans Road were illegal. Whether those from the hawks were aware they were being used or were complicit is something I cannot comment on.

 

Having tricked their way into the property, saying they were there on official police business, they arrested the housekeeper, searched the house to arrest OS. They were about to arrest OS’s girlfriend, however, they found out she was a European National and felt that could have implications.

 

She was given a choice, stay and be arrested, or move out immediately and avoid arrest.

During the secret operation at 16 Leirmans Road, the housekeeper, Marcus, was detained and threatened with execution if he resisted. 

He was handcuffed and interrogated about the whereabouts of “Ollie,” despite having no involvement in any criminal activity. When police officers realized that Ollie’s girlfriend was a European national, they reconsidered arresting her—fearing it would draw legal scrutiny. Instead, they gave her an ultimatum: leave immediately or be arrested. 

This was not an official police operation—it was a targeted effort to forcefully remove occupants from the property.

Threats To Shoot The Housekeeper

The housekeeper was arrested and handcuffed. Although not told what for. He was told if he resisted or ran, he would be shot.

 

He and OS’s girlfriend were aggressively questioned about where OS was, and they told them to get him to come to the house. The girlfriend called his mobile, but he was at work and did not pick it up.

 

Having been told that she would not be arrested if she left immediately, not even allowed to collect up her clothes belongings r Olie’s.

 

The housekeeper was told to hand over the property keys and was taken to 32 FB in handcuffs, where the official arrest was ongoing.

 

On the way there, Wouter de Swardt phoned called Inge Broad B (the owner of the property 16 LR and wife of Keith Broad) to confirm they had successfully regained their property as instructed. He was heard saying, “We have got him; he won’t be coming back this time.” A reference to me.

 

Once at 32 FB the housekeeper was held at the property for the remaining time the police were on site. Mr de Swardt took the housekeeper to the bedroom where I had been held since the arrest and where Serg Stevens  was coordinating the seizure of equipment and documents.

 

Mr de Swardt went directly to Serg Stevens. Serg Stevens  asked, "how did it go?”   . Mr de Swardt replied, "Its sorted, housekeeper is here, gesturing to Markus, I have the keys.” Showing Serg Stevens  the keys. “Good, good” was Steven’s reply. “That Ollie wasn't there though". Mr de Swardt said, clearly disappointed.

 

Serg Stevens  replied, “well get him. but well deal with this one first,” referring to the me.

This quote admits to a criminal conspiracy—yet Media24 presented it as if it were lawful or even admirable. No lawful landlord hires a private investigator to “get rid of” tenants. The legal route is clear: apply for an eviction order. Keith Broad never did—because he had no grounds. Instead, he sent WdS and eight thugs to violently seize the property, eject the occupants, and change the locks. No court order. No sheriff. No legal basis. This was an unlawful eviction carried out by brute force. And yet Media24 published it without question—as though such conduct was routine or justified.

Serg Steven’s Undeniable Role

Although Serg Stevens  was not present at the illegal and secret raid at Leirmans Road, but there is no question he knew of it. The arrest was secret, unofficial, and highly illegal. It had no arrest warrant and was executed as a private side-operation using the authorised arrest as a cover and distraction.

 

It was also a direct breach of the High Court interdict.

 

With myself as the only official tenant of the property and now under arrest, soon to be on my way to Hout Bay police station cells and eventually to Pollsmoor, where the consortium, Mr de Swardt and Serg Stevens  would do their best to keep me, there was no one to worry about discovering their illegal actions or doing anything about it.

 

The housekeeper was taken back downstairs to be with the other staff who had been detained. We do not know if they were arrested or simply detained. Mr de Swardt and SAPS did take all of their phones and two years later has yet to return any of them. After the housekeeper was taken downstairs, Mr de Swardt and Serg Stevens were deep in conversation and Mr de Swardt began handing out orders.

 

Throughout the process Serg Stevens  and Mr de Swardt worked as a team, although Serg Stevens deferred to Mr de Swardt, and I was clear Mr de Swardt was in charge. When Mr de Swardt began using his phone to take photographs of the client sat handcuffed and at his desk, the client objected and asked Serg Steens to tell him to stop. Serg Stevens replied that the client had bigger things to worry about and to be quiet.

 

When I demanded to know why Mr de Swardt was in my home and part of the arrest (considering he had no position within the police and the awful history) Serg Stevens  got angry and told me to “mind your own business, this is no longer your concern”.

Despite being a private investigator with no official police role, Wouter de Swardt gave direct orders to SAPS officers during the raid. 

Eyewitnesses, including Marcus, observed SAPS officers deferring to de Swardt. He controlled access to the property, issued commands, and even confiscated personal belongings. He was seen taking possession of the property keys—an act that officially handed control over to private individuals. 

This was not law enforcement—it was a private agenda executed using state resources.

The Encounter at Fisherman’s Bend

Markus was transported in handcuffs to Fisherman’s Bend, where he was held for the duration of the official operation. Upon arrival, de Swardt presented Markus and the keys to Stevens in the bedroom where I was being detained. Their conversation was revealing:

  • De Swardt: “It’s sorted. Housekeeper is here,” gesturing to Markus, “I have the keys.”

  • Stevens: “Good, good. That Ollie wasn’t there, though?”

  • De Swardt: “No, but we’ll get him.”

  • Stevens: “We’ll deal with this one first,” referring to me.

This exchange confirmed Stevens’ knowledge of and complicity in the illegal raid. Throughout the day, Stevens deferred to de Swardt, making it clear that the private investigator held significant authority over the operations.

After taking control of 16 Leirmans Road, de Swardt immediately called Inge Broad, the owner of the property. 

During the call, he confirmed that the operation had gone as planned and stated: 
“We’ve got him. He won’t be coming back this time.” 

This was direct confirmation that the entire police operation was coordinated with the landlords, proving that this was not a police investigation, but a targeted attempt to seize property under false legal pretenses.

The Bigger Picture

The illegal raid at Leirmans Road was not a rogue incident but a calculated and coordinated action designed to achieve the landlords’ objectives.

 

The consortium, led by de Swardt and facilitated by Stevens, used SAPS resources to execute a private agenda. This operation blatantly disregarded legal protocols, High Court orders, and basic human rights.

The collusion between de Swardt, Stevens, and the landlords reveals a broader pattern of corruption and abuse of power. The events of December 14, 2022, were part of a systematic effort to seize properties through illegal means, leveraging the state’s resources to shield the perpetrators from accountability.

After de Swardt returned to Fisherman’s Bend with the housekeeper in handcuffs and the property keys, he reported directly to Sergeant Stevens. 


Stevens asked, “How did it go?” 


De Swardt replied, “It’s sorted. Housekeeper is here, I have the keys.” 

Stevens acknowledged this with approval, confirming that the operation had gone as intended. The fact that Stevens—the lead investigator in the case—was openly coordinating with a private individual proves his direct complicity in the unlawful eviction.

Housekeeper’s Account: Chronological Breakdown of Events

   1. Morning of the Arrest: Routine Activities:

The day of the arrest began like any other day for the housekeeper, Marcus, at 16 Leirmans Road. He woke up around 7:00 AM and started his daily routine of cleaning the house, watering plants, and maintaining the property. Marcus recalls that it was a particularly busy day because guests were expected to arrive.

Marcus’ Quote: "I used to wake up at seven…then I would go inside the house, cleaning…and then into the garden to water the flowers and cut the grass if needed"​.


However, there was an unexpected shortage of bedding materials, so Marcus contacted Clement, another worker, who suggested that Marcus collect the required bedding from Fisherman’s Bend, one of the other properties.

Marcus’ Quote: "I had to call Clement that I need extra beddings…so he told me I can come to Fisherman to fetch them"​

 

   2. Unexpected Arrival of the Police:

While Marcus was preparing the house for the expected guests, he was interrupted by the arrival of the police. They rang the doorbell, and Marcus, without any hesitation or suspicion, opened the door for them.

Marcus’ Quote: "I answered and I see police officers…so I was like, 'Okay, let me open for them.' I didn’t have anything to hide"​.


As soon as he opened the door, he was grabbed by the police and questioned about the whereabouts of a man named Ollie, as well as me. Marcus tried to explain that Ollie wasn’t present at the house and that he himself was just the housekeeper, but the police, alongside de Swardt, continued their interrogation.

Marcus’ Quote: "They grabbed me by the belt…they were asking me if I was Ollie, but Mr. Wouter said, 'No, this isn't Ollie,' so then they asked where Ollie was"​.

   3. Physical Detention and Intimidation:

The police did not merely ask questions, they also physically restrained Marcus. One officer even threatened to shoot him if he tried to run, despite Marcus not resisting or causing any trouble.

Marcus’ Quote: "One of the police officers told me that if I dare to run away, he would shoot me"​.

At this point, the police officers and de Swardt had fully taken over the house, even going upstairs to confront Ollie’s girlfriend, who was still in the house at the time. Marcus recalls that she was also interrogated, and her identification was checked.

   4. Transfer to Fisherman’s Bend:

After being detained at Leirmans, Marcus was taken to Fisherman’s Bend, where he was further questioned. Marcus’ passport was taken, and he was made to stand for a mugshot-like photograph inside the house.

Marcus’ Quote: "I stood by the wall, and they took some photos…like mugshots, they took the photographs like at a police station"​.

During this time, Marcus attempted to contact his family, sending a voice note explaining his detention, but another officer confiscated his phone, denying him any further communication with his loved ones.
 

   5. Wouter de Swardt’s Control Over the Operations:

Throughout this process, Marcus noticed that Wouter de Swardt was clearly in charge of the entire operation, more so than even the police officers. He was directing the arrests and the searches, treating the house as if it were under his personal control.

Marcus’ Quote: "In my view, Wouter was in charge of everything…he was leading everyone, asking the questions, showing them around"​.

   6. Aftermath of the Arrest: Forced Eviction

Once the arrests took place, Marcus and the others at the property were forced to leave under pressure. Wouter de Swardt filmed the group as they packed their belongings into rubbish bags, creating a false narrative that they were leaving voluntarily. In reality, they had no choice but to comply, as the threats and pressure from Wouter and others left them no alternative.

This led Marcus to mistakenly believe that de Swardt was a high-ranking police officer rather than a private investigator, as his authority over the entire operation seemed unquestioned.


Once I were arrested and taken away, Marcus and the others at the property were forced to leave. Wouter de Swardt filmed them as they packed their belongings into rubbish bags, falsely framing the situation as if they were leaving voluntarily.

Marcus’ Quote: "Wouter made a video of us, making us confess that he didn’t force us to leave…but in reality, we had no choice. We were being thrown out"​.

This forced exit was particularly humiliating, with the security at the Llandudno gates mocking them for leaving with their belongings in rubbish bags. Marcus recalled the surreal nature of being made to act as if he was leaving voluntarily, despite the obvious pressure and threats from de Swardt and the police.

“Those who managed to track him down and confront him about what he was doing were told to ‘take me to court.’”

This is an outright fabrication. I lived in the very same villas we advertised, the very sme villas where the business and staff were based, the very same villas I leased from the landlords and the very same villas I had spent the entire previous year in, leaving Llandudno just once for two days.. No one needed to “track me down”, I ws likely the easiest person in the world to find. The idea that I told people to “take me to court” is pure fiction—no such confrontation ever happened. no such words ever left my mouth, no such words were ever typed or conveyed. This statement, like many others, was spoon-fed by de Swardt to create a false image of a conman evading accountability—yet Media24 made no attempt to verify it. Not a single guest, booking platform, or witness ever claimed this happened.

   7. Conversations and Discoveries Post-Arrest:

Marcus later learned more about the plan through conversations with Wouter, Clement, and others. He was told that the properties had already been sold to new owners from India, and Clement was assured of his job under the new management. Marcus, on the other hand, was left waiting for the promised call that never came.

Marcus’ Quote: "Clement told me not to worry…he had an agreement with the new owners, but I kept waiting for a call that never came"​.

   8. The Role of Wouter de Swardt: Leading Operations at Both Properties:

Throughout the unfolding events, Marcus was struck by the dominant role Wouter de Swardt (WDS) played. From the very beginning, Wouter appeared to be in charge of the entire operation, not just at 16 Leirmans but also at Fisherman’s Bend.

Marcus’ Quote: "In my view, Wouter was leading everyone. He was the one asking the questions and directing the police…so I thought he was the chief of police. He was in charge of the whole thing"​.


Wouter’s control over the operation created the false impression that the raids and arrests were legitimate police operations, when in fact, they were cover for illegal actions. Wouter, being a private investigator, had no official authority to lead such operations, yet the police deferred to him at every stage.

   9. The Role of Denis Dalton:

Denis Dalton, a key figure in this plan, was involved in the illegal activities under the guise of a legitimate operation. Marcus noted that Dalton’s involvement was particularly alarming, given his prior connections to criminal actions, including allegations of embezzlement and attempts to harm me.

Marcus’ Quote: "I overheard Denis Dalton's name during the day. He was part of the group involved in the operation, which made me uneasy because of his reputation"​.

 

Denis Dalton’s role extended beyond assisting Wouter; he was allegedly involved in coordinating the operation at Fisherman’s Bend and Leirmans Road, with his prior involvement in criminal activities further adding to the illegal nature of the raid.

   10. Illegal Evictions Disguised as Legitimate Arrests:

One of the key elements of the operation was the execution of illegal evictions. The raid at Leirmans Road was carefully orchestrated to appear like a legitimate police operation. However, the true objective was to forcibly remove the occupants from the property under the guise of arresting me and other individuals like Ollie.

Marcus’ Quote: "Wouter and the police came asking about Ollie…they said they were looking for him, but I realized their main goal was to clear the house and remove everyone"​.


The eviction was carried out under false pretenses, with the arrests being used as a cover to hide the fact that the operation was intended to illegally take back the property and hand it over to the Broads.


   11. Preoccupation with Ollie:

The search for Ollie during the raid became a key focus for Wouter and the police. Despite Marcus repeatedly telling them that Ollie had left earlier, they were adamant about finding him. The intensity of their search for Ollie suggested that they were using his absence as a justification for the entire raid, further disguising their true purpose of the illegal eviction.

Marcus’ Quote: "They were really focused on finding Ollie, even though I told them he wasn’t there…they kept asking about him, using him as an excuse to search everywhere"​.

   12. The Taking of Keys:

A pivotal moment during the raid was when Wouter de Swardt took the keys to 16 Leirmans Road. This act symbolized the transfer of control over the property, solidifying the illegal eviction. Wouter, without any legal authority, assumed control over the property and was seen taking the keys from the investigating officer.

While my high-profile arrest at Fisherman’s Bend was used as a distraction, SAPS officers, alongside private individuals including Wouter de Swardt and Denis Dalton, stormed 16 Leirmans Road and forcibly removed the occupants. 

This was not a legal eviction—no court order existed. The police had no legal basis for their presence, yet they facilitated the illegal transfer of control over the property, acting as enforcers for a private takeover. 

   13. Wouter’s Call to Inge Broad:

After securing the property, Wouter made a phone call to Inge Broad, the owner of 16 Leirmans Road. Marcus overheard parts of this conversation, in which Wouter reassured Inge that the operation had been a success and that the property had been cleared of its occupants.

The deliberate defiance of a High Court ruling is not just misconduct—it is criminal. SAPS knowingly ignored legal protections, assisting in a fraudulent property seizure under the false pretense of a legitimate police action.

   19. Preparation for My Removal and Wouter’s Role:

As the situation unfolded, Marcus noticed that there was a clear plan to arrest and remove me from the property. Wouter, in particular, was preparing for this moment, positioning camera crews and officers to capture the event for maximum effect.

Marcus’ Quote: "Wouter was telling the camera crew to get ready…he was preparing for  my arrest, like it was some big event they wanted to record".​


The clear orchestration of the moment further demonstrated that this operation was planned in advance, with Wouter managing both the logistics and the narrative surrounding the raid. The arrest was not just a legal action but part of a broader strategy to further the conspirators' agenda.


   20. Post-Arrest Revelations:

After I were taken away, Marcus and the others were left in a state of confusion. As the police and Wouter began to wrap up their operation, Marcus overheard discussions that further revealed the true nature of the plot. He realized that the operation was not about arresting criminals but about evicting me and others to take control of the properties.
